Fortunately many people are coming forward as adult survivors of enabler molesters with the facts of their abuse as children.  Society is not that receptive because child abuse in enabalermolester homes has been the norm for decades.  When the Catholic Church and the Boy Scouts started having a sexual abuse melt-down (Catholics have paid over $1 billion in damages) society started to notice.
More important than arguing over statistics is recognizing the human impact and it's effect on society.  The source of the problem and the symptoms seem vital to me.

The average abuser is a 31 year old Christian male that abuses a girl under the age of 12.
What are the reasons?
Sex crimes are crimes of power and hate
Hedonism
The abuser was themself abused as a child and became a person that couldn't control unconscionable sexual urges.
Misconception that abuser is mentoring the child
Substance abuse and/or violence
Both spouses abusing
Work place problems
Thinking that the child enjoys the abuse
Pure evil in some cases
Man/Woman hate, spousal problems, mayhem household
Lack of new category of laws punishing enablermolesters

Some Ideas For Punishment:
Court ordered public shaming
Lifetime prison and/or parole and ankle bracelets in severe cases
Death penalty in aggravated assult/murder of children
Loss of professional licenses and driver's license
Add "under penalty of perjury (felony) is their child abuse going on in your home?" on all government paperwork.
Teacher's questionnaires to all parents with the above message.
Felony for anyone with first-hand knowledge that doesn't report it.
Felony for retaliation against snitches.
